Reba was born in Lynwood, California, and graduated from Pius X High School, CSULB Phi Kappa Phi, and in 1997 was Valedictorian of the graduating class at Pacific Coast University, School of Law, in Long Beach.
Following the Juris Doctorate with distinction, Reba was admitted to the California State Bar in 1997.
